Your company's various marketing departments have had the long term habit of using your own broadcast system to play advertisement recordings to each subscriber's home telephone.
Abroad this is considered low class and can be stopped (donotcall.gov). Who would have thought that in Taiwan, it is the telephone company itself calling!
Fraudulent calls are so common. Other organizations long ago stopped making unsolicited calls to customers, whereas you still trouble consumers to detect true from false. Isn't that just prolonging the era of fraudulent calls? As you are unable to detect the origin of fraudulent calls, you might as well not compete with them for the phone line.
Home telephone subscribers are not just usual customers. They can't just choose another provider. Your company's internal blacklist management is disorganized. The home subscriber has no way to opt-out for long.
Time for a culture change. Even typhoon warnings are not broadcast to each home phone, so why then your advertisements? Can't we already see them on each month's bill? Restore the dignity home telephones once had. Stop making everybody run to answer your ad calls.
